Boosting Philhealth Security: DICT’s Active Measures in Investigating and Restoring Systems After Ransomware Attack

MANILA, Philippines — The Department of Information and Communications Technology (DICT) has announced that the investigation and restoration of the Philippine Health Insurance Corporation’s (PhilHealth) security systems and functionality are currently underway after a ransomware attack.

“The DICT strongly condemns the ransomware attack targeted at PhilHealth in an attempt to illegally access the information of its members. We are committed to continuing the investigation and monitoring the acquired logs from PhilHealth’s affected systems,” said the DICT in a statement on Thursday.

The DICT also reassured the public that efforts are being made to fully restore Philhealth’s security and protect government systems and infrastructure from cyber threats.

“We are currently working to restore the functionality of PhilHealth’s DNS server,” added the agency.

On September 22, hackers attacked the website and online application of PhilHealth, causing its systems to crash and blocking access for over 24 hours.

The DICT responded to the breach by dispatching its Cybersecurity Bureau’s National Computer Emergency Response Team to the PhilHealth Head Office. They implemented critical security measures, which included disconnecting workstations from the network, coordinating with PhilHealth to assess the extent of the attack, and collecting relevant logs for further analysis.

As part of ongoing security measures, access to PhilHealth’s critical web services is currently limited to its IP addresses. Additionally, the organization’s website remains inaccessible.
