Bipartisan Support Backs Gallagher’s Introduction of ‘Retroactive Foreign Agents Registration Act’

In an exclusive report by Fox News, it has been revealed that House China Select Committee Chairman Mike Gallagher is introducing new legislation with bipartisan support. The proposed legislation, called the “Retroactive Foreign Agents Registration Act,” aims to address the issue of individuals failing to register under the Foreign Agents Registration Act (FARA) while working for foreign interests.

Gallagher’s bill seeks to ensure that individuals who violate FARA requirements by working for foreign entities without proper registration do not escape accountability. According to the bill, individuals who previously failed to register as foreign agents but have since ceased their work in that capacity would still be required to retroactively register.

The need for this legislation arises from a ruling made by the U.S. District Court for the District of Columbia last year. The ruling stated that if someone stops acting as a foreign agent, they are no longer obligated to register. This has significantly hindered the ability of the Justice Department to enforce FARA.

Members of both parties have argued that individuals should have an ongoing obligation to register their past actions as foreign agents. Gallagher’s bill seeks to make this obligation a legal requirement.

If passed, the bill would grant the attorney general the authority to obtain court orders for retroactive registration of foreign agents.

In an interview with Fox News Digital, Gallagher emphasized the importance of restoring FARA to its original purpose in light of China’s increasing influence campaign and transnational repression. He stated, “We need to enforce FARA’s intended transparency standards in order to counter the malign designs of the CCP (Chinese Communist Party).”

The Retroactive Foreign Agents Registration Act is cosponsored by Republican Representatives Chip Roy, Rob Wittman, Jim Banks, and Dusty Johnson, as well as Democratic Representatives Abigail Spanberger, Jamie Raskin, Mikie Sherill, and Shontel Brown. In the Senate, a companion bill is supported by Senators Chuck Grassley (R-Iowa) and Gary Peters (D-Mich).

This legislation marks an important step towards strengthening the enforcement of FARA and ensuring transparency in foreign agent activities.
