Bass Enters Federal Agreement to Boost Housing Placement

Mayor Karen Bass announced on Wednesday that a federal agreement with the city of Los Angeles will expedite the process of placing Angelenos living in temporary housing into permanent housing. This agreement, signed in May with the White House, aims to relax regulations that can delay placement.

Angelenos in various forms of temporary housing, such as tiny homes, A Bridge to Home housing, and motels through the Inside Safe program, will experience fewer verification barriers as they work with public housing authorities to find permanent housing.

Mayor Bass stated, “For too long, unhoused Angelenos have faced extensive questionnaires and burdensome paperwork instead of receiving the housing they need. This critical agreement ensures that individuals no longer have to prove income or other factors, preventing them from languishing in temporary housing. We are prioritizing housing over bureaucracy.”

The mayor expressed gratitude to U.S. Secretary of Housing and Urban Development Marcia Fudge for her assistance in addressing this issue. She also praised the Biden Administration for cutting red tape and barriers to housing for Angelenos.

The agreement includes several policy changes, as outlined by Mayor Bass’ office:

  • Income: Unhoused individuals no longer have to prove a specific income to be placed in housing.
  • Social Security number: Unhoused individuals are not required to show a Social Security card to move into housing.
  • Date of birth: Unhoused individuals no longer need a federal certification or paper to verify their date of birth.
  • Disability: Unhoused individuals do not have to provide a doctor’s note to prove their disability.

Once individuals are placed in permanent housing, public housing authorities will work on collecting verification. This agreement is the result of discussions with White House officials and Mayor Bass’ visits to Washington D.C., including a recent meeting with Vice President Kamala Harris, Neera Tanden, and Tom Perez.
