The UK government has announced plans to host a summit on the safety of artificial intelligence (AI) in early November. The event will take place at Bletchley Park and will focus on addressing global threats to democracy stemming from the use of AI in warfare and cyber security. Attendees will include prominent academics and executives from AI companies like Google’s DeepMind, Microsoft, OpenAI, and Anthropic. Further details about the summit will be provided by Downing Street in due course.

Prime Minister Rishi Sunak initially revealed the UK’s intention to organize an AI regulation summit during a meeting with President Joe Biden in Washington. The choice of Bletchley Park as the summit’s location holds historical significance, given its role in developing early mainframe computers used for decoding encrypted messages during World War II. The event aims to drive international action and establish regulatory frameworks for the safe and responsible development of AI.

The UK government spokesperson stated that the summit will bring together key countries, leading technology companies, and researchers to discuss AI safety. Invitations to world leaders with similar democratic values are expected to be sent out soon. However, there are concerns about inviting China due to potential differences in regulatory perspectives. The summit will address broader AI safety issues, including ethics, misinformation, cybersecurity, and the use of AI in warfare. It will also explore the interoperability of regulations between nations.

Dame Wendy Hall, regius professor of computer science at the University of Southampton, emphasized the need for diverse perspectives in shaping AI regulation. She raised concerns about the influence of tech companies and called for a wider societal input.

The summit coincides with the G7’s Hiroshima AI framework, which aims to coordinate global regulation of AI. While the UK is yet to finalize its AI legislation, the EU’s Artificial Intelligence Act is reaching its final stages. However, the Act has faced criticism from tech companies for its strict regulations on foundation models and generative AI technology.
