UN Investigators to Travel to Ukraine for Investigation into Allegations of Russian Abuse

A delegation from the United Nations commission tasked with investigating allegations of human rights abuses by Russia is embarking on its third “fact-finding mission” to Ukraine.

The UN Independent International Commission of Inquiry on Ukraine will be visiting various locations in Ukraine, including Uman in Cherkasy Oblast and Kyiv, from August 28th to September 4th.

This mission is part of the commission’s ongoing efforts to investigate allegations of human rights violations, abuses of international humanitarian law, and to meet with victims and witnesses.

During their visit, the commissioners will engage with government officials, members of society, representatives from UN agencies, international groups, and the diplomatic corps, as stated in a press release issued on Thursday by the United Nations.

The commission was initially established in March 2022 and has been extended until April 2023 to continue its work. The commissioners are expected to present a comprehensive report of their findings in March 2024.

In their previous report, the commission found substantial evidence of human rights abuses, including two incidents that qualify as war crimes.

The commissioners recommended further investigation into Russia’s targeted attacks on Ukraine’s energy infrastructure and the use of torture by Russian authorities, which could potentially amount to crimes against humanity.

“The Commission’s findings indicate that the Russian armed forces have launched explosive attacks in densely populated areas, displaying apparent disregard for civilian casualties and suffering. The report documents instances of indiscriminate and disproportionate attacks, as well as a failure to take necessary precautions, all in violation of international humanitarian law,” read the report from March 2023.
