2023 Homeless Count Data to be Released by Homeless Services Authority

The 2023 Greater Los Angeles Homeless Count data, a snapshot of homelessness in Los Angeles County, will be unveiled on Thursday. This data is crucial for determining funding and services for the unhoused population. The Los Angeles Homeless Services Authority (LAHSA), a joint powers authority consisting of the city and county of Los Angeles, will release and present the findings. The count took place from January 24-26 across the county.

This year, LAHSA took several measures to improve the accuracy of the count. They introduced a new counting app, hired a demographer and two data scientists, simplified volunteer training, and added accountability measures.

Following the data presentation, CEO of LAHSA, Va Lecia Adama Kellus, will introduce the new Emergency Response Team initiative. This initiative aims to work alongside efforts like Los Angeles Mayor Karen Bass’ Inside Safe program to swiftly bring people indoors and connect them with permanent housing solutions.

Volunteers worked in groups of four to count the number of unsheltered individuals, tents, vehicles, and makeshift shelters within their assigned census tract.

LAHSA officials had previously stated that the expiration of one-time federal pandemic assistance programs could lead to increased housing insecurity and limited resources for rehousing systems to respond effectively.

For the 2023 count, LAHSA deployed make-up count teams to ensure that every census tract was accurately counted. They also considered tracts without data as being uncounted.

The 2022 homeless count revealed a total of 41,980 unhoused individuals in Los Angeles, marking a 1.7% increase from 2020. In the county, the number rose to 69,144 unhoused individuals, representing a 4.1% increase.

The homeless count was initiated in 2016 to provide the county with analysis and trends regarding homelessness.
