Baltimore Police Search for “Extremely Dangerous” Suspect in Tech CEO’s Murder
Baltimore police are urgently trying to locate an individual considered to be a significant threat to public safety. The man, identified as 32-year-old Jason Dean Billingsley, is wanted on charges related to the brutal murder of 26-year-old Pava LaPere. LaPere, the CEO and co-founder of tech startup EcoMap Technologies, was found dead in an apartment building on Monday.
The suspect is wanted for first-degree murder, assault, and other offenses in connection with LaPere’s death, according to acting Baltimore Police Commissioner Richard Worley. LaPere, who had been recognized in Forbes’ “30 Under 30” list for social impact, was reported missing on Monday morning. Hours later, her body was discovered with signs of severe head trauma.
Authorities are advising the public to exercise extreme caution around Billingsley, who is considered armed and dangerous. Commissioner Worley emphasized the suspect’s willingness to cause harm, stating, “This individual will kill, and he will rape. He will do anything he can to cause harm.”
Baltimore police are appealing to anyone with information on Billingsley’s whereabouts to call 911 immediately. Investigators believe he is still in the Baltimore area. Furthermore, they have linked Billingsley to a recent case involving attempted murder, arson, and rape. The victims in that case were initially in critical condition but have since been upgraded to stable.
Billingsley’s mother, Scarlett Billingsley, claims to have texted with her son and urged him to surrender. She expressed concern for his safety, stating, “I told him to turn himself in because they’re going to kill him.” Jason Billingsley has a criminal record, including prior convictions for assault and a first-degree sex offense, resulting in a 30-year prison sentence. He was released on mandatory supervision in October 2022.
LaPere’s tragic death has shocked her loved ones and the local tech community. As a co-founder of EcoMap, she was recognized as an innovative leader dedicated to making a positive impact. Delali Dzirasa, CEO of Baltimore-based company Fearless and a mentor to LaPere, described her as a determined and supportive individual.
A vigil is scheduled for Wednesday evening to honor LaPere’s life and the impact she had on the community. EcoMap Technologies expressed their gratitude for her visionary leadership and unwavering commitment to Baltimore’s tech ecosystem.
