The United States has launched a groundbreaking co-operation pact with numerous countries situated along the Atlantic Ocean in Europe, Africa, and the Americas. This initiative aims to strengthen economic, environmental, and scientific ties across the region.
Named the “Partnership for Atlantic Cooperation,” the agreement was reached during the UN General Assembly meetings in New York, just before President Joe Biden’s upcoming speech to the global body scheduled for Tuesday.
This move by the White House comes as part of its strategy to enhance relationships with developing nations and secure financial backing for these countries. The goal is to provide a viable alternative to China’s expanding global economic influence and infrastructure investments.
In the face of criticism from several nations, who argue that the US has disproportionately prioritized support for Ukraine over countries in the “global south,” which have been significantly impacted by challenges like the COVID-19 pandemic, climate change, high interest rates, and international debt, this Atlantic pact is a crucial step.
It is important to note that the Partnership for Atlantic Cooperation is not a security or military alliance. Therefore, it does not serve as a supplement or addition to NATO, which primarily encompasses nations in the North Atlantic and Europe. However, it does include a commitment to ensure that Atlantic countries remain “free from interference, coercion, or aggressive action” and uphold principles of “sovereign equality, territorial integrity, and political independence.”
A senior official from the Biden administration revealed that the idea of strengthening collaboration among Atlantic littoral countries predates Russia’s invasion of Ukraine. It reflects the recognition that North Atlantic and South Atlantic nations have long been treated as separate entities and need to work together more closely.
This partnership, which will be managed by the foreign ministries of the participating countries, will enable them to address common “transnational” challenges more effectively. These challenges include illegal fishing, natural disasters, and illicit trafficking, in line with the objectives outlined in a White House fact sheet accompanying the announcement.
