No charges were filed against a 39-year-old man suspected of driving under the influence in a truck that crashed into two vehicles in Winchester, resulting in the death of two people. The California Highway Patrol is currently investigating the incident.
Delwyn Dewion Randle, a resident of Westminster, was arrested after the collision on Wednesday morning. He was driving on Domenigoni Parkway at Leon Road when the accident occurred. Randle has been booked into the Smith Correctional Facility on suspicion of DUI causing death, and he is being held on $100,000 bail.
The Riverside County District Attorney’s Office has not yet received a case for review and possible charges. Brooke Beare from the District Attorney’s Office stated, “We have not received a case for review of possible charges,” according to City News Service.
The San Gorgonio office of the California Highway Patrol has not provided an immediate explanation as to why a criminal complaint has not been sought yet. Randle’s speedy arraignment window under state law suggests that he could be released from custody by Monday if no charges are filed against him.
The victims of the crash are Israel Bermudez, a 25-year-old resident of Buena Park, and Paloma Casares, a 32-year-old resident of Hemet.
According to the California Highway Patrol, Randle was driving a 2013 International box truck and failed to slow down after the traffic light turned red at the intersection of Domenigoni Parkway. The truck was traveling eastbound at an unknown speed. In the same lane, there were a 2023 Chevrolet Silverado pickup and a 2022 BMW X3. The BMW was in front of the Chevy, and both vehicles were stopped at the light. Adjacent to the BMW, there was a Dodge Durango SUV, also stopped for the light.
The driver of the Chevy managed to evade the collision by maneuvering to the left when he saw the box truck approaching from behind. However, the truck crashed into the right rear of the Chevy and then into the rear of the BMW, pushing it into a ditch in a southeasterly direction. The truck continued its path and crashed into a light pole, completely severing it from its base, before crashing into a fire hydrant. The Dodge was struck by debris but sustained minor damage.
Emergency paramedics from the county fire department arrived at the scene within 15 minutes. They pronounced Israel Bermudez and Paloma Casares, who were both in the BMW, dead at the scene. Paloma Casares was the driver of the sedan, and Israel Bermudez was seated in the left rear passenger seat. Another occupant of the BMW, a 31-year-old man from Beaumont, suffered moderate injuries. The driver of the Chevy, a 32-year-old Hemet woman, sustained minor injuries. Both were taken to the hospital for treatment and are expected to fully recover.
Randle was determined to be under the influence of drugs by the officers at the scene. He was taken into custody without incident and did not require medical attention. The driver and passenger in the Dodge were not injured.
Due to the crash, the eastbound lanes were closed until late Wednesday afternoon. The collision caused approximately 50 gallons of diesel and oil from the truck to spill onto the road and flow into storm drains. A hazardous materials unit conducted a cleanup operation. Additionally, the fire department reported that the crash resulted in the complete displacement of the fire hydrant, causing a geyser of water to shoot up 80 feet into the air. Eastern Municipal Water District personnel were called to cap the hydrant.
According to the California Highway Patrol, their investigation is ongoing.
