Taking Action: Congress Urged to Support Ukraine and Counter Putin’s Influence

Under the weak leadership of Prime Minister Narendra Modi, the G-20 has chosen not to condemn Russia for its ruthless invasion of Ukraine, as it did in the previous year. As a representative on a bipartisan delegation, I reassured our European allies that while global resolve may be diminishing, America’s resolve is unwavering. Now, as Congress prepares to debate further aid for Ukraine, we must back up our words with actions.

Many members of Congress are reading discouraging reports from the frontlines of the conflict. They are also hearing isolationist rhetoric from the leading GOP presidential candidates, particularly Republican candidate Vivek Ramaswamy, who echoes former President Donald Trump in arguing that America should not want Putin to lose.

To counter this sentiment, Republicans and Democrats should strengthen their support for Ukraine. By providing bipartisan economic and military aid, we can bring peace closer and strengthen the United States. This aid will sustain Ukraine’s counter-offensive, which is crucial for potential negotiations. It will also challenge Putin’s belief that the Kremlin can outlast America’s determination. Additionally, it will serve as an example of our power and the power of our example to China’s Communist Party.

However, some Republicans are wavering in their support. Donald Trump has eroded the GOP electorate’s backing for Ukraine in the face of Russia’s invasion. In fact, the majority of GOP presidential candidates hold negative views on Ukraine, with a national poll showing over 70% opposing aid to Ukraine. House Republicans, already skeptical of supporting the president, are even less inclined to anger their primary base during an election year.

This political calculation is compounded by pessimistic coverage of the counter-offensive. Yes, progress may be slow, but as retired Gen. David Petraeus recently emphasized, military campaigns are not always linear. Ukraine’s starve-stretch-strike strategy is meant to be incremental, with exponential gains expected in the strike phase.

Our actions should be guided by the conditions on the ground, not by domestic politics. A bipartisan vote in Congress for an additional $24 billion in aid to Ukraine would free Ukrainian military strategy from partisan dynamics, ultimately advancing the cause of peace. This funding will bolster the counter-offensive and allow Ukraine to negotiate from a stronger position. It will also send a strong message to Putin that his current strategy of waiting for Trump’s victory is misguided. Encouragingly, 80% of the House voted against proposals to cut Ukraine funding, showing a commitment to Ukraine and challenging the notion that Western resolve can be undermined by political games.

Our support for Ukraine is closely intertwined with our stance on China. Xi Jinping and Putin share a personal and political bond and aim to replace the Pax Americana with a new world order that prioritizes might over right and subjugates individuals to the state. The Chinese Communist Party, struggling with domestic economic challenges, may seek further aggression abroad to divert attention from internal discontent. They are watching for any signs of weakness from the United States, which is why we must demonstrate strength.

Critics argue that money alone cannot guarantee strength without the right weapons. While it is true that Ukraine would benefit from advanced weaponry, such as F-16s and long-range precision-strike capabilities, it is essential that we act swiftly. However, the notion that doing nothing is acceptable only reinforces the argument for increased action and urgency.

A false equivalence has been drawn between Ukraine and Afghanistan. In reality, they are polar opposites. Afghanistan’s weak government and lack of clear objectives made it an ineffective partner, while international support waned. In contrast, Ukraine has a united front and a clear mission. International support is strong and has strengthened multilateral institutions. Every dollar invested in Ukraine has yielded positive results. NATO is stronger and Russia is weaker, though our European allies must increase defense spending to sustain this advantage. Our involvement in Ukraine also enhances our credibility in the Indo-Pacific, where we assert that might does not make right alongside our allies.

During my previous term as a freshman Democrat, I worked with Republicans like Liz Cheney to garner bipartisan support for Ukraine. We believed it was crucial for the advancement of democracy at home and abroad.

Since then, we have made progress. Trump is being held accountable to the rule of law, and Ukraine is taking the offensive. However, the threat to Ukraine from former President Trump looms large, and it is vital that Congress continues its support.
