Suspect Confesses to Deliberate Collision with Sheriff’s Patrol Vehicles in High-Speed Chase

A 54-year-old man who led law enforcement officers on a pursuit in two cities, ultimately ramming two patrol units belonging to the Riverside County sheriff’s office, pleaded guilty on Monday to assault on a peace officer and felony evading.

Ryan Kendall, hailing from Beaumont, confessed to the charges as part of a plea agreement with the Riverside County District Attorney’s Office. In exchange for his admission, prosecutors agreed to dismiss two related counts.

Sentencing hearing for Kendall is scheduled for July 3 at the Riverside Hall of Justice, presided over by Superior Court Judge Sean Crandell. The proposed terms under the plea deal, agreed upon by both the prosecution and defense, are nine months in county jail and two years of felony probation.

Kendall is currently held without bail at the Smith Correctional Facility in Banning.

According to the officials of the sheriff’s office, the incident began shortly after 3 p.m. on February 21, when deputies received reports of a motorist exhibiting odd behavior on Pedley Avenue, near Sixth Street, in Norco, prompting an investigation.

Upon arriving at the location, deputies attempted to engage with the defendant, suspecting him to be under the influence of a controlled substance given his erratic behavior, as per investigators.

“Kendall evaded the scene, starting a vehicle pursuit,” explained a statement from the sheriff’s office. “During the chase, tire deflation devices were successfully deployed, successfully deflating all four tires.”

Continuing his escape southward into Corona, the defendant encountered police officers who employed an armored vehicle to execute a “precision immobilization technique” on Kendall’s vehicle, pushing it off the road, the department noted.

“Subsequently, Kendall intentionally accelerated towards two sheriff’s vehicles, colliding with them,” the agency added. “After the impact, Kendall’s vehicle was immobilized.”

Kendall was apprehended without any further issues, albeit sustaining non-life-threatening injuries that remained unspecified. He spent several weeks recuperating in the sheriff’s infirmary, managed by the Riverside University Health System.

No deputies or Corona police officers suffered any injuries.

This incident marks Kendall’s first documented felony conviction in Riverside County.
