Skid Row Official Encouraged by LA Housing Department to Step Down

A City Council committee is set to hear a recommendation on Monday regarding the removal of Mark Adams, the receiver assigned to oversee 29 dilapidated buildings in the Skid Row area that provide housing for approximately 1,500 low-income tenants.

The Budget, Finance and Innovation Committee of the council will convene at 2 p.m. to discuss the Housing Department’s proposal to dismiss Adams, as well as a related proposal to authorize a $10 million loan for the maintenance and repair of the buildings, as reported by the Los Angeles Times on Saturday.

“The city has been exploring available alternatives to address the unfortunately unsatisfactory performance of the current receiver,” stated Ann Sewill, General Manager of the Housing Department.

The council does not have the power to dismiss Adams, as he was appointed by Judge Mitchell Beckloff of the Los Angeles Superior Court at the city’s request. The council would need to petition for Adams’ removal and the appointment of a new receiver.

The buildings are either fully or partially owned by the Skid Row Housing Trust, which faced financial collapse earlier this year.

Sewill’s report, released on Friday, stated that some of the buildings may be beyond repair and should be demolished. The report also highlighted the numerous challenges faced by tenants, including unsanitary conditions, plumbing issues, pest infestations, and disturbances caused by drug users and homeless individuals.

Adams has faced criticism for his alleged failure to make progress in rehabilitating the buildings and securing favorable credit terms. In the past, a firm hired by Adams sent eviction notices to hundreds of tenants who were behind on rent, despite not having the authority to do so. Adams later retracted the notices, claiming that he did not authorize their issuance.

Adams informed The Times that he will respond to the city’s report in court next week, citing Judge Beckloff’s previous support for him.
