Stuart Masson, an advisor from The Car Expert, has raised concerns about the impact of the Ultra Low Emission Zone (Ulez) expansion on car buyers. He suggests that individuals looking to purchase a Ulez-compliant vehicle using a scrappage grant will face a limited selection and higher prices in the resale market.
Masson explains that once the Ulez zone expands, prices of Ulez-compliant used cars will rise while the value of non-compliant cars will decline. This will result in more expensive costs for those wanting to make the switch.
Currently, there are 1,561 Ulez-compliant petrol cars available for sale for less than £2,000 within a 50-mile radius of central London. There are also 10,891 options for less than £5,000 in the same area. Nationally, Auto Trader’s data shows 4,170 and 27,227 available respectively.
Motorists have the option to scrap their non-compliant vehicles and receive payments that can be put towards the purchase of a new or used low-emission vehicle. The current grants offer up to £2,000 for cars, £1,000 for motorcycles, and between £7,000 and £11,500 for minibuses and vans.
Additionally, wheelchair-accessible vehicles are eligible for a scrappage grant of up to £10,000. Alternatively, a grant of £6,000 can be obtained for retrofitting the vehicle to emit fewer emissions and qualify for an exemption from the charges.
Data from the Driver and Vehicle Licensing Agency, obtained by the RAC in February, reveals that nearly 700,000 cars in Greater London will be subject to the Ulez charge after the expansion.
