Russian parliament’s upper house passes legislation banning gender changes – Orange County Register


In a unanimous decision, the upper house of Russia’s parliament has passed a bill that prohibits gender-affirming procedures. This bill, already approved in the lower house, is now awaiting President Vladimir Putin’s signature to become law. The measure reflects the Kremlin’s ongoing efforts to safeguard what it perceives as traditional values.

Under the legislation, all medical interventions intended to alter a person’s sex, as well as changes to gender in official documents and public records, will be forbidden. The only exception is for medical treatment of congenital anomalies. Additionally, marriages in which one party has undergone a gender transition will be invalidated, and transgender individuals will be barred from becoming foster or adoptive parents.

Lawmakers argue that this measure is necessary to protect Russia from what they deem “the Western anti-family ideology,” with some even labeling gender transitioning as “pure satanism.”

Russia’s crackdown on the LGBTQ+ community commenced ten years ago when Putin first expressed his focus on “traditional family values,” a stance supported by the Russian Orthodox Church. In 2013, the Kremlin implemented legislation forbidding the public endorsement of “nontraditional sexual relations” among minors. Last year, Putin enacted a constitutional reform that prohibited same-sex marriage.
