Reviving America’s Heartland: A Step-by-Step Guide to Restoring Steel Manufacturing and Job Growth

During my visit to Lordstown, Ohio, this summer, I had the opportunity to meet with former General Motors workers who were impacted by the closure of the auto plant after over five decades of operation. It was disheartening to hear their stories about losing their jobs, especially considering the company’s subsequent decision to open a factory in Mexico. This closure resulted in the loss of nearly 1,500 jobs, which had previously provided stable incomes for families in the area.

These experiences, like those of the former GM workers, are what fuel the anger of many Americans. They are not upset for imaginary reasons; they have been directly affected by the economic injustices in this country. The American dream, once within reach, now feels unattainable for far too many people.

We urgently need a new approach to economic patriotism that centers around the needs of workers. This plan aims to revive struggling factory towns and restore America’s status as a manufacturing superpower. One key aspect of this revival is focusing on the steel industry.

The demand for steel in the United States is incredibly high, leading us to become the world’s largest importer of this crucial metal. From electrical steel used in cars and generators to steel plates for submarines and wind towers, there is a significant need for steel throughout our economy. Unfortunately, our domestic supply falls short, and we rely heavily on imports to meet the demand.

However, what is truly concerning is the domination of the global steel market by China. Nine out of the top 15 steel producers worldwide are Chinese companies, while the United States does not have a single representative on that list. China’s excessive steel production capacity creates distortions in global steel prices and puts significant pressure on American producers who rely on fair market competition.

China’s monopoly in the steel industry not only poses economic risks but also threatens public safety, our energy sector, and national security. We need steel for critical infrastructure like bridges and cars, as well as for the reliable functioning of our electric grids and power transformers. In times of war, steel is crucial for military equipment such as tanks, planes, and weapons systems.

To address these challenges, I am committed to introducing a modern steel bill that focuses on revitalizing the industry in the Midwest and restoring America’s leadership in this sector. My vision includes establishing state-of-the-art steel-making facilities in various communities across the country, such as Lordstown, Ohio, Detroit, Michigan, and Johnstown, Pennsylvania, which have a rich history in steel production. This bill will also provide support for the modernization of existing plants to preserve quality jobs.

The bill goes beyond revitalizing the steel industry; it aims to rejuvenate downtown areas, promote research, offer grants, and provide tax incentives to companies adopting advanced steel-making processes and equipment. Additionally, it will address unfair trade practices, particularly those adopted by China, by strengthening enforcement mechanisms and ensuring a level playing field for American producers.

Our approach to modernizing the steel industry will prioritize environmental sustainability. China’s steel production is responsible for over half of global carbon emissions from steel-making. On average, every metric ton of steel produced globally results in 1.85 metric tons of CO2 emissions. However, by implementing innovative methods like the use of recycled metal scrap and hydrogen in steel-making, we can significantly reduce carbon emissions associated with steel production in the United States. In fact, U.S. steel production can be up to four times cleaner than China’s.

We have the opportunity to lead globally in modern steel manufacturing.

Furthermore, the bill emphasizes the importance of protecting workers’ rights to form unions. Steel jobs are well-paying and provide excellent benefits, contributing to a dignified life for workers and their families. In 2017, steel jobs paid significantly higher than the median earnings for both men and women. This bill will ensure that wages keep pace with inflation and will invest in workforce training and job placement programs to empower the next generation of workers.

Just as we have successfully revitalized the semiconductor chip industry, with companies like Intel committing billions of dollars to create thousands of new jobs, we can achieve similar success for steel and other critical industries like aluminum, personal protective equipment, and essential drugs.

The bill will help rejuvenate downtowns, bringing them back to their former glory and attract and support a larger steel ecosystem in the region. It will fund research, offer grants and provide tax incentives to companies choosing to adopt advanced steel-making processes and equipment.

Revitalizing American industry will be a challenging task, but it is essential for our nation’s economic growth. This bill is part of a broader vision for a new economic patriotism that can transcend political divisions and unite us in achieving a common goal. Together, we can restore the manufacturing sector, make America the world’s workshop once again, and ensure the dignity of all workers.
