Possible Charges in Carjacking of Perris Woman by Sex Offender

A 71-year-old individual with a history of sexual offenses has been accused of carjacking a woman in Perris. He now faces charges of auto theft, carjacking, possession of a stolen vehicle, and failure to register as a sex offender.

The suspect, Terry Grant Chappell from Washington, was apprehended following an investigation by the Riverside County Sheriff’s Department. He is currently held at the Byrd Detention Center in Murrieta on $60,000 bail and is expected to appear in court at the Riverside Hall of Justice.

Sgt. Dave Tinker of the sheriff’s department provided details of the incident. Chappell allegedly confronted the victim, whose identity remains undisclosed, as she was getting into her vehicle near the intersection of Nuevo Road and Pico Avenue. He then brandished a handgun and demanded the keys to her car, which she handed over. The suspect fled the scene, leaving the woman stranded by the roadside.

The victim managed to make her way to the sheriff’s Perris station, located just under five miles away, to file a report. Deputies immediately initiated a search for the stolen vehicle. Using a LoJack alert, a patrol unit located the car in the area of Highway 74 and Pico in Nuevo. They conducted a traffic stop in the 23000 block of Pico, resulting in Chappell’s arrest without any resistance.

Sgt. Tinker revealed that Chappell’s status as a sex offender from Washington came to light during the records check. It was discovered that he had failed to register with local authorities as required by California Penal Code section 290, which mandates that sex offenders notify law enforcement of their residency and prohibits contact with minors, among other restrictions.

Court records indicate that Chappell has previously been convicted of felony burglary and failing to register as a sex offender in Riverside County. He has served time in state prison.
