Ohio Governor DeWine appeals to President Biden for major disaster declaration following East Palestine train derailment

Ohio Governor Mike DeWine has formally requested President Biden to issue a Major Presidential Disaster Declaration in response to the Norfolk Southern train derailment that occurred in East Palestine. This declaration would ensure that federal aid is guaranteed for the community in the future.

The aftermath of the chemical disaster resulting from the derailment on February 3rd has had significant environmental and health-related consequences for the Ohio community. The Federal Emergency Management Agency granted Governor DeWine an extension until March 7th to make the request, with the deadline being Monday. Governor DeWine expressed concerns that the voluntary support provided by Norfolk Southern may eventually cease, making this declaration necessary to ensure that the state and federal government can provide the community with the assistance they need.

Governor DeWine’s office expressed concern that FEMA’s assistance may be required if Norfolk Southern’s voluntary aid diminishes and if there are future costs that have yet to be identified. The unique nature of this incident has made it challenging for the state to determine the current needs and evaluate the future impacts on the community. Immediate physical and mental health effects have been observed, leading the Ohio Department of Health to collaborate with the Department of Health and Human Services in establishing a clinic. However, the long-term health impacts remain unknown. Additionally, there have been economic repercussions, such as declining property values and loss of business due to hesitancy among people to visit the community.

Governor DeWine, a Republican, affirmed that the state will comply with any cost-sharing requirements associated with specific programs.

President Biden has stated his intention to visit East Palestine, although he has not yet done so. The heads of the Environmental Protection Agency and the Department of Transportation have already visited the community. Following the train derailment, President Biden contacted Governor DeWine and offered federal assistance. Governor DeWine has not reached out for further assistance at this time, but he remains open to doing so if necessary.
