Newsom Takes Action: California’s New Executive Order Delving into the Uses and Risks of Generative AI

California Governor Gavin Newsom (D) has taken a significant step in exploring the potential uses and risks of generative artificial intelligence (AI) by signing an executive order. Generative AI is a subset of AI, similar to ChatGPT, that has the ability to generate unique text, images, and other content.

In a statement, Newsom emphasized the transformative nature of generative AI, comparing it to the advent of the internet. He expressed his belief that we have only just begun to understand the true capabilities of this technology.

The governor acknowledges both the potential benefits and risks associated with generative AI. He stated, “We’re neither frozen by the fears nor hypnotized by the upside. We’re taking a clear-eyed, humble approach to this world-changing technology.”

In order to gain a comprehensive understanding of generative AI, Newsom’s executive order requires state agencies and departments to draft a report within two months. This report will explore the potential beneficial uses as well as the risks of utilizing generative AI tools.

The California Cybersecurity Integration Center and California State Threat Assessment Center will conduct a joint risk analysis focused on potential threats to the state’s critical energy infrastructure from generative AI usage, with a deadline set for next March.

Furthermore, Newsom has directed various state agencies and departments to issue guidelines for adopting and using generative AI in the public sector by January. By next July, they are also expected to develop recommendations for evaluating the impact of these tools on vulnerable communities.

The California Department of Technology has been tasked with establishing infrastructure for conducting generative AI pilot projects by next March. These projects will be considered by all state agencies starting from next July.

Newsom also aims to establish formal partnerships with esteemed generative AI research institutions in the state, such as UC Berkeley’s College of Computing, Data Science, and Society, as well as Stanford University’s Institute for Human-Centered Artificial Intelligence.
