The Los Angeles County Board of Supervisors unanimously passed a motion on Tuesday to ensure that all jail inmates who request thermal underwear are provided with it. The motion, put forth by Supervisor Hilda Solis, was prompted by a recent Inspector General report that exposed the sheriff’s department’s negligent practice of not providing thermal undergarments to inmates, despite complaints about freezing temperatures in county jails.
The report also revealed that the department currently has an excess of approximately 315,000 thermal tops and bottoms, while the jail population stands at around 13,000 individuals. The department claims that it needs a total of 550,000 sets to accommodate the current population, but this does not excuse them from distributing the surplus they already possess or from procuring additional sets.
In addition, the Solis motion highlighted the fact that inmates have resorted to using sheets, blankets, and even cut-off socks as makeshift protection against the cold. It emphasized the importance of treating county inmates humanely and ensuring that they have access to appropriate clothing for prevailing temperatures, as well as maintaining suitable conditions within the facilities.
The motion mandates that jail authorities fulfill all requests for thermal underwear, keep a log of their distribution, and ensure an adequate supply for both present and future inmates. By implementing these measures, the aim is to prioritize the well-being of the inmates and address the current deficiencies in the handling of clothing provisions in the county jails.
