Artificial intelligence (AI) is revolutionizing disaster management in the Philippines, thanks to collaborations between foreign and local projects. One such collaboration is between Japanese startup Spectee, the Japan International Cooperation Agency (JICA), and the Philippine government. They are piloting an AI-powered system that utilizes data from various sources such as river/road cameras, climate information, social media, and more to visualize and analyze potential crises. The JICA system verifies the information using image and sentence analysis and credibility scores, which are then rechecked by human experts. The AI program provides reliable notifications through a digital dashboard, smartphone alerts, and emails. This partnership demonstrates President Ferdinand “Bongbong” Marcos’ commitment to technological innovation and the use of AI to safeguard against natural disasters, potentially positioning the Philippines as a participant in the global digitalization trend.
Additionally, the Department of Science and Technology (DOST) – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD) is developing its own AI system called DATOS or Remote Sensing Data Science. This system assists disaster response agencies in estimating the extent of floods by relaying information to the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) and the National Disaster Risk Reduction and Management Council (NDRRMC). The DATOS system enables real-time monitoring of affected areas, allowing for prompt and effective response measures.
The DOST-PCIEERD is also exploring the use of AI sensors in volcanoes to aid in evacuation efforts before eruptions occur. This proactive approach to disaster management aligns with Japan’s warning system, which aims to predict earthquakes eight seconds before they happen. The DOST executive director, Dr. Enrico Paringit, believes that if such advancements are possible in other countries, they can also be implemented in the Philippines.
With these AI-powered initiatives and the Philippines’ commitment to embracing digital innovation, the country is steadily improving its disaster management capabilities. The adoption of AI, coupled with other technological advancements, positions the Philippines on the path to prosperity and resilience in the face of natural disasters.
