Board Contemplates Collaborative Law Enforcement Agreements with Cities and School District

The Riverside County Sheriff’s Department, in collaboration with two cities and a school district, is set to receive approval from the Board of Supervisors for three law enforcement services contracts worth over $160 million.

Sheriff Chad Bianco is seeking authorization from the board for a two-year compact with the city of La Quinta, a five-year agreement with the city of Jurupa Valley, and a one-year contract with the Perris Union High School District.

It is important to note that the sheriff’s department already has existing law enforcement services agreements with each of these entities.

The largest contract, amounting to $128.9 million, is with Jurupa Valley and will span from the current fiscal year until the end of 2027-28.

The compact with La Quinta has a total value of $34.78 million and will be effective from July of this year to July 2025. The agreement with the Perris Union High School District, on the other hand, will also commence this month and conclude next July, with a cost of $372,000.

In a statement posted to the board’s agenda, the sheriff’s department emphasized that both the sheriff and the school district share common goals of providing programs that address the needs of at-risk students. School resource officers play a vital role in deterring aberrant behavior and enhancing campus control and student protection.

It is worth noting that the contractees will bear the full cost of the services, without any funding from the county General Fund.

The number of personnel assigned to each entity will vary. The highest figure, 25 deputies and community services officers, will be dedicated to operations citywide at all hours in Jurupa Valley. Furthermore, cities will benefit from helicopter patrols, robbery and homicide investigations, SWAT unit support, and bomb squad responses without having to bear individual financial burdens. By entering into these contracts, the contracting entities also avoid direct costs associated with lawsuits resulting from the actions of sheriff’s personnel.
