Backing Senator Tulfo’s plea to acknowledge the contributions of BHWs

I fully support Senator Raffy Tulfo’s plea to acknowledge the crucial role played by barangay health workers (BHWs) in the healthcare system (“Time to recognize barangay health workers for their service—Tulfo,” Inquirer.net, 8/7/23). BHWs perform essential primary care tasks, especially in areas where there is a shortage of health professionals with specialized training. However, their voluntary status hinders their full integration into the healthcare system. Despite the recognition they receive, they are still designated as “voluntary,” which limits their access to benefits such as hazard and subsistence allowances. The availability of these benefits varies depending on the resources of the local government unit, as the healthcare system is decentralized and influenced by the priorities of elected officials. This situation impacts the training, scope, and performance of BHWs.

Over the past four decades, BHWs have expanded their responsibilities from primary care to mental health and immunization, among others. Given this expansion, it is imperative that their training, supervision, and compensation receive special attention, especially in the context of universal health care (UHC). The recent Mandanas-Garcia ruling by the Supreme Court has enhanced local resources and decentralization, leading to improved social and health service delivery. Therefore, it is crucial that ongoing efforts to achieve UHC, taking into account the Mandanas-Garcia ruling, include measures to enhance the capacity and resources of BHWs, enabling them to maximize their contributions to their respective communities.
