Answer: It is determined by the federal Americans with Disabilities Act (ADA), Morris.

Kassandra Cornejo, an assistant planner for Alhambra, explains that the ratio of disabled-person spaces is based on ADA standards and depends on the total number of spaces in the parking lot.

For the first 100 spaces, one disabled-person space is required for every 25 spaces (rounding up). For example, if there are 27 spaces, two disabled-person spaces are needed.

For larger lots, different ratios apply.

Although local governments have the authority to increase the number of disabled-person spaces, they often don’t. Public parking lots must comply with federal laws, including businesses, city halls, parks, and churches.

Even if Honk had a private ranch like John Dutton’s, he wouldn’t be legally required to allocate any disabled-person spaces. However, if he believed it would better serve individuals with disabilities, he would choose to do so.

Honk addressed this issue a few months ago, and unfortunately, not much has changed. However, due to the numerous inquiries received, Honk followed up with Caltrans to provide you with the latest information.

In October 2021, a project began to upgrade the ramp you mentioned. One lane was closed for the safety of workers and motorists, while the other lane remained open, occasionally closing at night as necessary.

The project was originally scheduled for completion later this year, but it won’t happen as planned.

Nathan Abler, a spokesperson for Caltrans in Orange County, explained that the contract was terminated on February 2, 2023, as the contractor failed to meet their obligations. Fortunately, approximately 45% of the work has been completed, and the new contractor will only need to make minor modifications to the existing progress.

Caltrans is currently in the final stages of selecting a new contractor, which may take some time to ensure fair pricing and quality work for taxpayers.

Abler mentioned that the new contractor is expected to resume work within a month once the hiring process is complete. Weather permitting, the remaining work is estimated to take approximately one year to finish.

Although the original budget for the project was $7.5 million, there might be potential cost increases. However, a bonding company will cover any additional expenses as part of their insurance coverage.

HONKIN’ UPDATE: The transportation agency managing the northbound 241 Toll Road recently installed around 80 plastic poles called channelizers. These channelizers aim to prevent lane-cheaters from abruptly switching lanes by crossing a dirt median to avoid heavy afternoon congestion on the lanes leading to the eastbound 91 Freeway. Tollway officials have been consistently addressing this dangerous issue by adding double-white lines, signs, and over 800 channelizers. Blocking the median is the latest attempt to fully resolve the problem.
