DTLA Temporary Housing Plan Progresses as LA City Council Takes Action

The Los Angeles City Council has given its approval to a motion that calls for the development of temporary housing on a city-owned parcel of land located across from City Hall.

Councilman Kevin de León introduced the motion and it was unanimously supported by a 13-0 vote. The motion kickstarts the process of creating a modular housing village for the homeless in downtown Los Angeles.

Prior to the vote, de León highlighted the potential of the large open lot located on First and Broadway, and Spring Street. He noted the presence of homeless encampments on the sidewalk outside the lot. His vision is to transform this dirt lot into a park, becoming a centerpiece for the city just like the recent groundbreaking of the first phase of Pershing Square.

The motion instructs the Bureau of Engineering (BOE) to coordinate and design proposals for the temporary homeless housing project in Council District 14, specifically at 217 W. First Street. The proposals will be evaluated based on criteria set by the state, which includes factors such as resident safety, quality of life, staff safety, and access to on-site services.

In addition, the BOE will collaborate with the Department of Recreation and Parks to determine the placement of all utilities at First and Broadway, allowing for future park usage.
