High-level talks persist as U.S. Commerce Secretary plans visit to China

U.S. Commerce Secretary Gina Raimondo will embark on a visit to China from August 27 to 30, as announced by both countries on Tuesday.

In an official statement by the Chinese side, Raimondo’s upcoming visit is said to be upon the invitation of Chinese Minister of Commerce Wang Wentao. The U.S. side did not provide this detail but mentioned that Raimondo will meet with “senior PRC officials and U.S. business leaders.”

The agenda of the visit includes discussions on “issues relating to the U.S.-China commercial relationship, challenges faced by U.S. businesses, and areas for potential cooperation,” according to the U.S. statement.

National Security Advisor Jake Sullivan stated that Raimondo’s visit presents an opportunity for the Biden administration to clarify the rationale behind a new executive order directed at regulating U.S. investments supporting Chinese advancements in sensitive technologies.

Raimondo’s visit follows recent journeys made by other senior U.S. officials, including CIA Director Bill Burns in May, Secretary of State Antony Blinken in June, and separate trips in July by Secretary of Treasury Janet Yellen and Special Envoy on Climate John Kerry.

When asked about the frequency of bilateral meetings, Sullivan confirmed that the purpose of these visits is not to change either country, but rather to establish a stable foundation in the relationship while competing in various domains.

He described the relationship between the world’s two largest economies as “complex” and “competitive” and emphasized the Biden administration’s commitment to engage in intense diplomacy. Sullivan also added that the administration’s focus is on safeguarding national security, resilient supply chains, and maintaining a responsible economic relationship with China, as long as China abides by global economic rules and behaves as a responsible global actor.
