As the world’s attention was focused on Russia’s invasion of Ukraine in February 2022, China silently carried out combat readiness drills near Taiwan. This provoked me to examine China’s hostile actions towards our nation more closely.
In April 2022, I delved into the true dangers posed by the Chinese Communist Party (CCP) and its blatant violation of two longstanding American foreign policies – the Monroe Doctrine and the Roosevelt Corollary.
China continues to openly disregard our nation’s sovereignty. This is why I am once again raising the alarm, not only for the American people to understand the gravity of the situation, but also for my colleagues in Congress who are hesitant to confront China.

Recall the Chinese spy balloon that appeared earlier this year? It was a clear act of aerial espionage against the United States. The Chinese-owned balloon floated over U.S. military bases, collecting sensitive information until public pressure compelled the Biden administration to take it down.
The launch of the spy balloon directly violated the Monroe Doctrine, which established in the 1800s that the intervention of a foreign power in the political affairs of the Americas could be seen as a hostile act against the United States.
While the full extent of the information gathered by the balloon and its transmission to Beijing remains unknown, the act itself is a violation of the policy. Although the balloon’s presence was short-lived, it may indicate future permanent moves by the CCP.
In June, we discovered that China has been operating a spy base in communist Cuba since 2019, located less than 100 miles from the United States. Reports indicate that the two nations are engaging in joint military training in Cuba, which is also home to deep-water ports crucial for China’s naval fleet.
This represents China’s most recent strategic military positioning in Latin America and the Caribbean. Through the “Belt and Road Initiative (BRI),” China has established infrastructure and economic development projects in nearly two dozen Latin American and Caribbean countries, along with several African nations, Russia, Venezuela, and Iran. China has utilized its economic power to further its military interests in our region.
Consider the significance of the Panama Canal, one of the world’s most vital shipping routes. The canal was constructed with American resources and labor to facilitate international trade. Regrettably, former President Jimmy Carter handed over full control of this essential waterway to Panama.
Today, Panama participates in the BRI, and China is gaining increasing control over ports at both ends of the canal. This waterway is a key part of their BRI puzzle. This is deeply concerning, as our most formidable adversary now has the potential to control a canal that we built.
This is where the Roosevelt Corollary comes into play. Proposed in the 1900s and based on the Monroe Doctrine, the Corollary allows the United States to intervene directly in the internal affairs of Latin American countries if they fail to prevent European aggression.
Today, China represents the primary threat. Its objective is clear – to establish a military and economic presence in the Western Hemisphere in order to directly challenge, threaten, and weaken the United States.

Beyond military aggression, China is connected to millions of American deaths over the past decade. China is the source of much of the illegal fentanyl that caused over 67,325 American deaths in 2021 alone. Additionally, although the origins of COVID-19 are still being debated by the intelligence community, it is highly likely that the pandemic originated from a lab leak in China. Tragically, over 1.1 million Americans have lost their lives to COVID-19.
I am committed to countering China’s aggression by reducing America’s dependence on Chinese products and strengthening trade relations with our allies. The United States House recently passed the United States-Taiwan Initiative on 21st-Century Trade First Agreement Implementation Act, a product of the Ways and Means Committee on which I serve. This builds upon our existing $105 billion annual trade with Taiwan. However, reinforcing trade relations is just one step. A robust foreign policy is crucial in opposing China’s influence in our region and our nation.

The “Corollary” is reminiscent of former President Theodore Roosevelt’s famous quote, “speak softly, and carry a big stick.” Congress and the Biden administration must stand strong against CCP aggression towards our country. We should not seek military action with China, as it is not in the best interest of either nation. However, we cannot appear weak on the global stage. It is crucial that we protect and defend our nation.
China has revealed its intentions. How we respond will determine our future relationship with the Chinese Communist Party and the security of the United States as a whole.
