Homelessness outreach workers have encountered him multiple times at subway stations. In fact, he was recommended for placement in a “safe haven” homeless shelter in 2021, but it appears he never followed through. So far this year, 15 individuals have been pushed onto subway tracks in New York City, compared to 22 incidents during the same time period last year.
