The Prime Minister has issued a warning about potential backlash against the previous plan, and challenged critics to defend the need for families to spend up to £15,000 on non-essential actions to achieve net zero. He emphasized the risk of losing the support of the British people if the current path continues, potentially undermining the overall mission of reaching net zero. This could ultimately jeopardize the goal itself.
While remaining committed to the legally mandated target of achieving net zero carbon emissions by 2050, Chancellor Rishi Sunak announced several changes to key policies in order to facilitate this. The previously scheduled ban on the sale of new petrol and diesel cars by 2030 has been shifted to 2035, aligning with the European Union’s chosen date. The ban on new oil boiler sales, initially set for 2026, has also been delayed until 2035. However, a new exemption will be introduced for households where heat pumps are not viable, allowing approximately one in five households to continue purchasing new oil and gas boilers after 2035. The execution of this exemption is currently unclear.
In order to incentivize the installation of heat pumps where they are feasible, the government’s cash grant will increase from £5,000 to £7,500, and will not require repayment.
In addition to rejecting other proposals put forward by climate change advisers, such as a meat tax, Chancellor Sunak promised forthcoming “comprehensive new reforms to energy infrastructure,” including measures to expedite the process of connecting to the National Grid.
