Foreign Minister Dmytro Kuleba stated that the adoption of multiple citizenships should be an integral part of Ukraine’s policy to promote and preserve the global Ukrainian diaspora, according to news agency Ukrinform on October 23.
“Multiple citizenship should be included in the state policy aimed at preserving and developing the global Ukrainian community,” stated Kuleba.
The Foreign Minister emphasized the importance of implementing multiple citizenships, highlighting that the focus should not be on the fear of distributing foreign passports within Ukraine, but on the influence of the Ukrainian passport both domestically and internationally.
“Naturally, this policy should be implemented in a strategic and gradual manner, starting with friendly partner nations,” added the minister.

“Of course, it is essential to prohibit dual citizenship with countries that are known to be aggressive or unfriendly,” he highlighted.

The current Ukrainian Constitution only allows for singular citizenship.
On December 1, 2021, President Volodymyr Zelenskyy announced plans to introduce legislation that would permit Ukrainian nationals to hold foreign citizenship.
On September 22, Zelenskyy pledged to the Ukrainian diaspora in the United States that he would follow through with the concept of dual citizenship.
