Rep. Norma Torres Participates in Inauguration Ceremony of Paraguayan President

Representative Norma Torres, a Democrat from Pomona, was part of a prestigious five-member delegation attending the inauguration of Santiago Peña as the president of Paraguay. In a statement, Torres, who is the only Central American-born member of Congress, expressed her commitment to democracy-building efforts in Central and South America. She thanked President Biden for selecting her to join the delegation and extended her congratulations to President Peña, expressing her hope to collaborate with his government in supporting democracy in the region.

Torres was chosen by President Biden for the delegation due to her outstanding work in the region, according to her press secretary, Justin Krakoff.

Secretary of the Interior, Deb Haaland, was designated to lead the delegation to Asunción, the capital of Paraguay, as announced by President Biden on Saturday. The delegation also included Marc Ostfield, the U.S. ambassador to Paraguay; Francisco O. Mora, the U.S. ambassador to the Organization of American States; and Todd D. Robinson, the assistant secretary of state for the Bureau of International Narcotics and Law Enforcement Affairs.

The delegation departed for Paraguay on Monday and is scheduled to return to the United States on Wednesday. They have also conducted meetings during their visit, Krakoff confirmed.

Santiago Peña was elected on April 30 to succeed Mario Abdo Benítez, a member of the National Republican Association-Colorado Party. This party has held the presidency for the majority of the time since 1948 and was the only legal party from 1947-62. The Paraguayan constitution limits the president to a single five-year term.

The U.S. State Department issued a statement on May 1 expressing their eagerness to collaborate with President-elect Peña and his government in advancing shared goals like combating corruption and promoting security and economic growth. The statement emphasized the strong partnership between the United States and the people of Paraguay, built on mutual interests and democratic values.

President Peña, 44 years old, previously served as the nation’s finance minister from 2015-2017. He has a background in economics, having taught at the Catholic University of Asunción and served on leadership boards for the Central Bank of Paraguay and Banco Amambay. He holds a master’s degree from Columbia University’s School of International and Public Affairs.
