Turkey’s tumultuous relationships with its fellow EU members, Greece and Cyprus, pose significant challenges. Despite being NATO allies, Turkish officials, including President Erdogan, frequently raise concerns about their shared borders and assert Turkey’s right to more territory, much to Greece’s dismay.

Moreover, Turkey currently exerts control over the northern part of Cyprus, which it invaded in 1974. This occupation, purportedly to safeguard the Turkish-speaking minority, is not recognized by the international community. Furthermore, Turkey refuses to acknowledge the Republic of Cyprus, an EU and UN member governing the southern majority of the island.

Efforts to resolve the long-standing Cyprus conflict have repeatedly hit roadblocks. Turkey would likely need to recognize the Republic of Cyprus to gain EU membership or make significant progress towards it.

However, it is evident that the EU no longer desires to expand its borders eastward. Integrating a sizable Muslim nation into the bloc and relocating its external borders to Syria, Iran, and Iraq would be a significant undertaking.

Looking ahead, experts propose reimagining the EU-Turkey relationship, as the current framework centered around Turkey’s candidacy creates false expectations. Establishing a new form of special partnership between the bloc and its neighbor could be more beneficial.

Nevertheless, both the EU and Turkey have their reasons to maintain the existing framework. EU diplomats recognize Turkey’s importance in managing migration and other policy challenges. Despite accession never materializing, they see value in keeping Ankara connected to Brussels and fostering a structured dialogue.

Ideally, there would be open and constructive communication between the two sides. The next step is expected to involve a renewed commitment to public discourse and a report from the EU outlining the future of the EU-Turkey relationship.
